ELECTRONIC MANAGEMENT IN VARIOUS FIELDS
A number of modern scientific studies interpret corporate strategy as a certain way to implement a specific action plan for an enterprise through the development of management decisions in a highly competitive environment with a limited set of resources. Management is a chain of various solutions, as well as tools that enable the practical implementation of these solutions. The relevance of the topic studied in the article is associated with the development of a global trend for digital technologies and solutions that have affected almost all aspects of society. The digitalisation of management activities directly affects the formation of an enterprise management strategy: in this way, automation of administration allows to systematically transfer relations between various groups of business entities, businesses and consumers to a new unique environment created in digital form, which ultimately allows to qualitatively increase the level of development and decision-making methods effectiveness in the field of management. The article defines the practical areas of using data mining technology in the context of the development of the digital economy. The key trends in the development of intelligent data volume technology are highlighted. The authors consider a variant of the architecture that allows optimizing web data processing.
The modern development of the energy industry, as well as other sectors of the economy, is impossible without an environmentally oriented approach. Therefore, the green energy direction has received a fairly wide development in the world in the last decade. This energy has less negative impact on the environment due to the fact that there is no need to use fossil fuels. Due to the significant reserves of these resources, the introduction of renewable sources in Russia is slower compared to the leading countries in the field of green energy generation. Attempts to close the gap in this direction appeared only in recent years. The article is devoted to the assessment of the environmental agenda in the Russian power industry. In particular, the authors consider the issues of reducing the consumption of resources for electricity generation, as well as give an overview of the distribution of renewable energy in Russia as a whole. The scientific novelty lies in the consideration of a number of technical and economic parameters of the power generating industry operation, as well as in the construction of time series based on the most important statistical indicators of the power industry. Their visual representation is based on the use of tabular and graphical methods of information processing. In addition, a review of the industry companies reporting in recent years regarding the implementation of ESG concepts was made.
The large-scale global digital transformation of the economy is changing all spheres of human activity, introducing fundamental changes, including all the levels of educational system. The modern educational process is not limited to the digitisation of educational materials or to the introduction of remote education. Digital transformation impacts the educational activities in higher education, secondary, professional, and even preschool education. Development and implementation of digital learning environments is a prerequisite for obtaining detailed learning data of an individual for the entire time of his education, that caused the appearance of the lifelong digital educational footprint. The developers of digital educational courses plan to analyze the digital footprint and to use the results to adjust an educational trajectory when studying at higher educational institutions. The integration with social networks and messengers provides the data needed to create virtual assistant based on the individual behavior, that helps the student to master the course material. The collected data is also useful to create student’s digital twin, that is used by the teacher to conduct educational experimental research on the implementation of new educational technologies, or to adjust learning path to achieve maximum educational results of the particular student. The authors conducted the research on possibilities to use digital footprint for assessing the current state of the student’s competencies and for keeping the student’s competencies in an active state taken into account lifelong learning strategy. The proposed by the authors’ hypotheses could be applied to improve the effectiveness of adaptive systems of professional adult education.
Currently, there is an active digital transformation of management practices and processes in the world, associated with the emergence of an ecosystem approach. The ecosystem approach is being actively implemented in all spheres of the economy and society. This phenomenon has not bypassed the education sphere. The article considers the priority tasks and trends in the development of education that meet the global challenges of the changing world economy, and aimed at developing a new paradigm of training throughout life. The purpose of the study is to analyze the factors influencing the creation of an educational ecosystem of the future, designed to form and develop a culture of lifelong learning, and, consequently, to the need for the introduction of network models based on elements of joint and voluntary learning. The research methods are comparative and causal analysis of management decisions. As a result of the study, the authors identify the elements of the educational and personnel ecosystems that affect the business processes of an organization in the context of digital transformation. It will significantly accelerate the possibilities of cooperation between the real sector of the economy, the educational ecosystem and the state within the framework of the above changes. The ecosystem transformation of education will allow to educate a new generation that will lead the transition to the effective and harmonious development of world civilization. The ecosystem approach will change the traditional ways of learning, discovering, acting on the principles of cooperation. These changes are aimed at dialogue in terms of business training in the conditions of digitalisation of the economy between the educational ecosystem and the business environment. Therefore, it is the personnel service for business processes that should be given increased attention to representatives of the real sector of the economy, the scientific community and educational institutions.
Currently, the Russian economy is undergoing active processes of digital transformation and system integration in all areas of production and economic activity. At the same time, the agro-industrial complex and agriculture lag behind the leading industries in terms of the level of digitalisation. This opens up large-scale prospects for the implementation of information technology projects, but also dictates the need to introduce additional measures to accelerate the development and implementation of digital technologies. The growing popularity of system integration is explained by a number of advantages: reducing the time for information exchange, decision-making and goods circulation, eliminating duplication of functions and the overall economic effect for each of the participants due to a wider and more comprehensive integration of computer systems. To support such initiatives, the study proposes a mechanism for the system integration of the resource subsystem of agricultural, processing and marketing enterprises in the region using a theoretical and methodological basis. Achieving the highest level of system integration is expected through the integration of information systems on a platform framework, as well as the addition of digital services of financial operators with the connection of economic entities of the agro-industrial complex. The developed mechanism reflects the algorithm of strategically significant events with a target orientation towards expanding the scale of system integration of enterprises in the agro-industrial complex. Its implementation will provide an opportunity for global planning in industries and provision of recommendations to market participants, including those based on artificial intelligence technologies.
Smart-city: urban infrastructure, electronic municipalities
The article explores the theoretical approaches of Russian and foreign regionalists to the region, resources, potential, efficiency in the use of resource potential concepts definition. The authors note the versatility of the efficiency concept in the context of various aspects of the national economy. They conclude that the efficiency of using the region resource potential is understood as the rational use of the resources under management to achieve the goals set, to meet the existing demand. Further, it is determined that the structure of the resource potential remains a subject of discussion in the scientific community, there is no consensus on the constituent elements of its structure. The authors emphasize that the systematization of the structural elements of the resource potential of the region and approaches to its definition is especially relevant for the Russian economy, as it will allow determining the directions for using the resource component of the country’s economy. The economic space of most regions of the Russian Federation is characterized by uneven economic development and its weak diversification, at the same time they have significant natural resource potential. To ensure the competitiveness of resource-oriented regions in the national and world markets, to create import substitution programs and ensure the innovative content of their economy, it is necessary to transform the structure of the economy in favor of higher technological structures.
THE ECOSYSTEM OF THE DIGITAL ECONOMY
The article defines the concepts of strategic planning, digitalisation, digital transformation in relation to public administration. The specifics of digital transformation in this field at the regional level are analyzed and an assessment of the effectiveness of the implementation of its components is made. The authors note that the direct use of foreign models of strategic planning in the field of digital transformation is problematic in Russian practice, since they do not consider the specifics of the Russian economy associated with the weak economic development of territories. It is concluded in the text that it is necessary to create a system of state strategic planning that takes into account these features. Disadvantages of strategic planning of digital transformation are investigated, mechanisms of research of typical errors are studied. The basis of this research was the analysis of strategic attitudes in the field of digital transformation of business processes and social interactions of the Krasnoyarsk Krai of the Russian Federation. A critical assessment and completeness of the methodological provisions of the federal project Digital Public Administration is carried out, the positive and negative aspects of this document are investigated. The article assesses its impact on the digital transformation in public administration in the Krasnoyarsk Krai. The authors reveal the inconsistency of goal-setting with the idea of digital transformation, the lack of alignment of relations between stakeholders, the low methodological study of the issue and the insufficient assessment of regional specifics. It is concluded that at present the digital economy development strategy is not fully provided with the necessary amount of funding and does not reflect the needs of strategic planning of digital transformation in the public administration system.
The authors of the article test the hypothesis about the impact of digitalisation processes on the level of territories’ economic development. This hypothesis is based on the fact that in the Russian Federation digital transformation is considered as a conceptual model for improving the activities of intraregional economic units and the development of modern society, as well as a factor of economic and social breakthrough. The purpose of the study is to develop scientific and methodological support for the territories’ transformations management based on digital transformation. Systematization and generalization of methodological approaches to the assessment of digital transformation in the region have been carried out. For this purpose, a scientific approach to the design of indicators system characterizing the processes of digitalisation is proposed. To test the approach, a correlation analysis of the current state of digital development impact on the territories’ economic results was carried out. The analysis of the statistical dependence between the development and welfare level of Russian regions and the parameters of their digitalization showed a low (moderate) relationship. This means that with the current volume of funding for digital transformation and the use of information technologies, devices and special software, it is impossible to ensure the breakthrough development of regional economic systems and their production complexes.
DIGITAL STRATEGIES AND TRANSFORMATIONS
The paper proposes approaches for analyzing user interaction with augmented reality objects and describes the results obtained from implementing the developed methods for optimal placement of virtual objects in augmented reality applications in practice. A large amount of collected experimental data is statistically analyzed to make sure that the previously proposed method of optimal augmented reality object placement really simplifies the user experience and reduces the time needed for object placement. The results of this analysis allow us to conclude the effectiveness of the proposed method. The current challenges of applications which implement augmented reality technology in the field of user experience and their solutions are also discussed. This research is conducted to find new methods for developing applications and services that present features to the user by applying augmented reality technology. Currently, there are many different algorithms that allow the recognition of anchor points in flat images and in space. However, at a higher level, there are many research tasks for developers on the most effective application of these algorithms and subsequent analysis of the data obtained. The active expansion of augmented reality and its gradual introduction into many areas of human activity is generating new topical challenges, which is the reason for the investigation of the described field in the present article.
The article analyzes the peculiarities of changing managers’ and employees’ skills in the conditions of emerging megatrends of the future that directly affect management processes. The six main skills of a manager that determine the effectiveness of his activities in the short term are presented. The article is based on the methodology of an integrated approach and system analysis. The theoretical basis of the article is the publications of Russian researchers devoted to the professional activities of managers, employees and their effectiveness. Familiarization with regulatory documents and government programs, methods of comparative analysis were chosen as research methods. The authors also used the method of expert assessments, normative and logical methods. The prospects for providing companies with professional staff are considered separately. One of the main criteria for the search and selection of new employees over the next 5–7 years will be work experience. In addition, a line of requirements for professional skills of employees is presented, focusing on individual significance for male and female managers. The information provided allows to navigate in the established directions of the development of personnel and managers competent profile to create professional teams of employees.
International economic relations at the beginning of the 21st century are experiencing a new reality, when many world economy achievements of the globalization era are being reversed, and the entire system of economic cooperation between the countries is undergoing revolutionary changes. In this context, there have been significant shifts in the structure and trends of militarytechnical cooperation between Russia and foreign countries, when the existing strategic approaches to the organization of this process are being radically modified. The article shows that the main narratives of these changes are the unprecedented strengthening of anti-Russian sanctions, which caused a change in the methods of foreign economic policy, which significantly affected the development of the military-industrial complex, the strategy for realizing its export and investment potential. In this regard, the issues of sectoral import substitution, diversification of the defense industry, formation and implementation of the state defense order in this sector of the national economy are becoming highly controversial and complex. The ever-increasing deepening of cooperation and integration ties with partners from developing countries and the actual curtailment of these ties with developed countries is a strategic long-term task designed to ensure both the development of the defense industry and the elimination of existing geopolitical risks. At the same time, within the framework of the defense industry strategy, it is still difficult to call the task of prompt response to new emerging risks solved, and this aspect should underlie the new model of Russia’s military-technical cooperation with foreign countries.
The article presents an analysis of the global and Russian trends in the development of digital advertising in the promotion of brands. Based on the study of advertising reports and research agencies, analysis of statistical data and author’s developments of practitioners in the field of brand promotion on digital services, the features of building brand communications with target audiences are revealed. A number of priority tools for digital interaction of the brand with consumers are presented, a description of the factors and conditions for brand promotion in the digital environment is given. To reveal the current factors of the digital technologies use in the promotion of brands effectiveness, the following issues are discussed: 1) changing the structure of budget allocation and the dynamics of investing in promoting brands in the digital environment in Russia and in the world; 2) identification of effective brand promotion factors in the online format in comparison with established forms of traditional marketing; 3) disclosure of the brand promotion specifics in comparison with trademarks that have not reached the status of a brand. Based on the results of the in-depth interview with experts, a range of brand managers’ tasks engaged in the promotion of brands and trademarks in the digital field was revealed. The importance of developing a creative concept of the brand for the users’ emotional involvement is highlighted. The necessity of studying and searching for convenient forms for system configuration and effective business communications in specific cases development is shown.
