The article considers the evolution of university models, examines in detail the model of a digital university and pays special attention to changing the paradigm of university resource management in the context of digitalization. The transition from managing university resources to managing access to them is substantiated. This problem is relevant, since the Russian economy is faced with the task of overcoming technological dependence in the current conditions of restrictions and Western sanctions. The development of universities of a new quality, integrated with the real sector of the economy, operating on the basis of digital technologies and providing competitive innovative development, could be a solution to this problem. The purpose of the article is to propose a new methodology for the development of the university and the management of its resources in the context of digitalization. In the course of the study the authors solved the following tasks: they analyzed global trends and external risks for higher education; revealed the phenomenon of the digital university; substantiated the new principles of digital university resource management that meet the requirements of the fourth industrial revolution; proposed an approach to the digital development of the university based on the harmonization of the interests and requirements of stakeholders; considered the concepts of infrastructure logic and the strategy of digital transformation of the university. The article used both general scientifc research methods and special ones: frstly, statistical analysis of indicators of global innovation trends in the feld of digitalization of education and the economy; secondly, an institutional approach aimed at identifying effective institutions (rules of the game) that can increase the overall motivation of internal and external stakeholders of the university to ensure an effective digital transformation process; thirdly, the method of multiple thematic comparisons to analyze the scientifc literature and ofcial sources on the digital development of the university and the innovative economy. As a result of the study, the authors formulated a set of recommendations for developing a strategy for the digital transformation of Russian universities based on the author’s methodology for resource management in the digital age for integration into the global innovation process and obtaining leadership positions in global university rankings.

The analysis of the functioning of the heat supply industry in Russia revealed negative trends in its development. One of the ways to increase the efciency of its activities is modernization and innovative development, which should contribute to the energy security of heat supply. It is noted that the energy security of heat supply should be considered not only in the key of high-quality and uninterrupted supply of the resource, but also from the standpoint of minimizing the negative impact on the environment. The article emphasizes that the global fuel and energy complex is in transition to a new energy system, developing in three directions: decentralization, decarbonization and digitalization. Under these conditions, the heat supply industry in Russia will also undergo transformation, so it is advisable to talk about the processes of its development and modernization, taking into account the principles of balanced environmental development, energy and resource conservation, as well as rational complement of traditional and renewable energy. The purpose of the study is an attempt to form a number of special principles according to which the heat supply system of Russia should function and develop in the conditions of transition to a new energy system. To achieve this goal, the article proposes to solve the following tasks: to consider the current state of the heat supply industry and highlight the main trends in its development, to identify the essence of the new energy system and the conditions for its change, to defne the principles of environmental safety and environmental efciency of heat supply as special principles for the functioning and development of the heat supply system in the context of a change in the energy system. Dialectical, formal-logical and system-structural methods were used as research methods.

The structure of the flm industry has changed signifcantly over the past two years. The decline in cinema attendance, the activation of flm distribution on digital platforms, the decline in the level of flm production and other reasons have led to a transformation in the production and consumption of audiovisual content. The change of the main content customer has become an important trend in 2021. Online platforms have replaced production and television companies. Neither the personnel nor the infrastructure of the flm industry was ready for such a volume of orders for production from online cinemas. This caused a sharp rise in prices and an increase in the cost of flm production. The industry is actually in crisis. Based on the study, the authors concluded that today state pays quite a lot of attention to the issues of the digitalization of the flm industry. The study notes the strengthening of state control over digital video platforms, a change in the scheme of state fnancing of the industry, the allocation of large fnancial resources for the digitalization of video archives, the introduction of electronic document management in the feld of flm production, flm distribution, in the process of submitting flm copies to the archive, etc. The authors of the article offer a partial solution to one of the main current problems of the industry – the crisis of traditional cinema distribution with the strengthening of digital distribution. According to the study, the participation of the state can also help with it. For example, by strengthening state funding of audiovisual products intended for cinema rental, as well as strengthening support for cinemas in times of crisis.

Since the end of 2014, the Russian economy has undergone major changes. The crisis continued until 2018, followed by stabilization and short-term growth in 2018-2019. The emerging positive trends were interrupted by the pandemic. All this has had a signifcant impact on the vocational professional eduation market, both in quantitative and structural terms. The modern world is changing too fast, it is necessary to form the creative potential of a person. The article states that specialists’ adaptation mechanisms to new conditions should change with the help of advanced training, obtaining new knowledge and skills in all forms of education, including the system of vocational professional education. This means that the market of educational services formed by state, departmental and corporate educational institutions must respond to the demands of the economy and consumers of these services. Such advanced technologies and methods as online studying should be used along with and in combination with ofine classes. The conducted research has shown that large corporations allocate signifcant funds for the training and retraining of specialists corresponding to the level of technological development, capable of making effective management decisions. The authors of the article note that in the system of vocational professional education consumers of educational services are most interested in training programs related to management, marketing, information and computer technologies, which is quite consistent with the digital economy and the knowledge economy

A strategic approach to fnancial performance management allows the company to achieve long-term business success. However, to implement this approach, it is necessary to organize an appropriate information system. The purpose of the work is to study the main problems of accounting and analytical support of strategic management of a manufacturing company in rapidly changing market conditions. Also, in order to ensure sustainable development and achieve the planned fnancial result, the author of the article offers reasonable suggestions and recommendations for the formation of information in the context of the types of activities of an economic entity. The author analyzes existing approaches to systematization of information by types of activity and gives recommendations for the consistent application of the methodology for generating data in the context of key activities, identifying cost drivers and evaluating products in relation to the business processes they cause. The article formulates requirements for the organization of cost accounting by type of activity with the possibility of assessing the relationship between the company’s products and the consumption of resources and the formation of the optimal product range on this basis. The practical implementation of mentioned recommendations will provide an opportunity to improve the fnancial position of the company by identifying and reducing activities that do not create value and to allocate available resources more effectively.

The article describes the approach to the formation of intellectual capital in an innovative organization, based on the example of private educational organization of additional vocational education. Based on the principles of quality management, the author studies the mechanism of formation of intellectual capital. The empirical material of the study is scientifc and educational events in the format of international seasonal online schools – short-term programs of additional vocational education. The method of observation and organizational analysis made it possible to typologize the features and elements of intellectual capital, to identify the contexts of implicit and explicit knowledge and to outline prospects for further research. According to the results of the study, the author made the following conclusion: taking into account the external challenges affecting the educational services market, it is necessary to pay close attention to the formation and development of the intellectual capital of the organization. The approach to describing the mechanism of intellectual capital formation has prospects for further development and can be validated through other scientifc and educational organizational activities and/or a set of such activities. This approach has prospects for replication in the context of other organizations with appropriate detail and necessary adaptation. To do this, you need to get a larger sample and validate data taking into account industry specifcs.

The state, due to its socio-economic nature, must regulate and control the most important social processes. Migration is an important part of these processes, since the attraction of additional labor resources will give a certain impetus to the sustainable development of the country and ensure long-term economic growth. However, the implementation of migration policy is associated with a whole range of problems. The problems of social and digital adaptation of migrants, social and territorial disunity are among them. Added to this is the lack of effective interaction between public authorities and municipalities with civil society institutions, as well as the presence of a clear bias in ensuring equal opportunities in obtaining public services, depending on the level of income, migration status and other factors. The weak role of civil institutions in social and cultural adaptation and the language barrier also exacerbate the situation. The dominance of unskilled personnel in the structure of migration flows aggravates their digital adaptation. The digitalisation of many processes could have a signifcant impact in solving these problems. With its help, an effective institutional environment would gradually form. This article examines the social aspects of migrants’ adaptation in the context of digitalization. In the course of the research, the author conducted a comprehensive analysis, including observations, expert interviews and analysis of regulatory documents. The paper considers various aspects of the adaptation of migrants within the framework of political, socio-economic, psychological, national and demographic problems. As the study showed, in the context of digitalization it is necessary to form a fundamentally new institutional environment in the feld of adaptation of migrants in the host country. A qualitatively different regulatory framework, new institutions that harmonize the interests of the state, civil society, business and migrants should become a part of this environment.

World education at the present stage consists of many different national systems. They differ from each other in national goals and objectives, cultural traditions, as well as the state of the quality of education. Russian education is undergoing a stage of reform. Now the transformations have affected the sphere of control (supervision) of educational organizations. General trends in changes in control and supervisory activities are aimed at reducing the administrative burden on business and, at the same time, increasing the protection of legally protected values. During the discussions, among other things, it was proposed to replace state control (supervision) with public control in certain areas. It will be relevant to analyze the experience of managing the education system,including state and public control, in foreign countries. As an example, the article considers Canada, which has much in common with Russia: multinationalism, large territory, federal structure, levels of education, etc., while Canada has a high rating on the assessment of education at the world level. The author assessed the management of the Canadian education system, the legal regulation of state and public control (supervision). Studying foreign experience will allow integrating it into the Russian education system, which, in turn, will allow integrating Russian education in the global world. The study was conducted using comparative legal analysis, generalization of information.

Digitalisation has been actively introduced into the life of society and business in recent years. Currently, there are almost no professions that are not related to the use of information and communication technologies. Personnel are actively retrained to work in new conditions. Websites provide an opportunity of processing and submitting documents in electronic form, and electronic commerce is developing. Of course, the digital economy is more or less developed in various countries. Various international organizations calculate and publish special indices that characterize the level of its development. This allows researchers to compare countries with each other. The authors consider the methodology for calculating the Digital Economy and Society Index (DESI), which is used in the EU countries. Moreover, they give a description of the sources of information on which it is based. The article gives a detailed description of the components of the index, as well as the indicators that are included in each of the components. Countries were grouped according to the value of this indicator calculated in 2021. As a result of the study, the authors identifed countries that are leaders, as well as countries that lag behind in terms of both the index of the digital economy and society as a whole, and its components: human capital, communications, integration of digital technologies and digital public services. In lagging countries researchers have identifed problem areas. They noted that many countries currently have problems with 5G availability, as well as with its coverage. In addition, the bandwidth of at least 1 Gbit/s is developed at an insufcient level. The results of the study identify problem areas in the development of the digital economy of countries. It is recommended to pay close attention to them when developing an appropriate policy.

International trade is an integral part of the economy of any country. In recent decades, the role of various services in the structure of international exchange has increased. Their range is expanding under the influence of the scientifc and technological revolution, which leads to signifcant changes in this area. At the same time, the regimes of international trade in services, as well as approaches to its national and multilateral regulation, are becoming more complex. All areas of activity, including cross-border service provision, are transforming in a rapidly changing world. In the context of the pandemic, the “digit” has become widespread, and the urgency of streamlining and further developing the international exchange of services has increased. Digitalisation, which has become one of the key features of the development of the world economy in the last decade, has accelerated the development of the service sector, but also contributed to the formation of new challenges for the development of trade in services. The digital transformation of international trade is shaping the new “digital realities” of the industry. Statistics from the ofcial regulators of international trade confrm these changes. The paper analyzes the dynamics of changes in international trade in services in the context of the global crisis and the impact of digitalization on it. The article shows how new patterns of international exchange of services are formed in the context of increased economic interdependence of countries.

Digitalisation processes have a signifcant impact on changing forms of interaction between economic entities; they also contribute to the development of the fnancial market. Thus, the study of the capitalisation of companies as one of the defning indicators of the stock market is becoming increasingly relevant, including the identifcation of factors that have a direct and indirect impact on the volatility of the indicator under consideration and their management capabilities. The purpose of this study is to identify the relationship between the sustainable development of the enterprise, as well as its components and the capitalisation of the company. The methodological basis of the study is the balanced growth model, general scientifc methods – analysis and synthesis, as well as statistical – correlation and regression analysis. The empirical base of the study includes 20 companies whose shares are traded on the stock market of the Russian Federation. The authors conducted a correlation and regression analysis and as a result revealed the relationship between the sustainable development of companies and their capitalisation.

The article considers the issue of the development of the industrial market of power engineering. The main problem of power engineering in the Russian Federation is the technological lag behind foreign competitors. It is worth considering the fact that 45 % of the equipment is outdated and requires updating. Therefore, import substitution and R&D development are an important goal for achieving industrial growth of the industry. Today, several state programs are being implemented for the development of power engineering and energy in general. In order to develop power engineering, it is necessary to understand the situation in the industry market. This article discusses the index of industrial production by regions of the Russian Federation. It was revealed that production is developing slowly, in some regions the index is less than 100 %. The analysis of market concentration showed that the industrial market of power engineering is moderately concentrated. This is due to the presence of leading enterprises in the industry market, to which the state provides fnancial support. In this regard, a schematic diagram of the influence of the concentration of the power engineering market on the energy market was constructed. Using the scheme, it is possible to identify possible reserves for improving production, increase the competitiveness of companies in the industry market, as well as evaluate promising areas for the development of regions and the country.

The economic security of the state is not only the most important component of the national security system, but also the main component of the mechanism for the development of the country’s  economy. The issue of determining the economic security of the Eurasian Economic Union (EAEU) in the context of digital transformation is extremely relevant today. The article considers the essence of the economic security of the EAEU, substantiates the relevance and signifcance of the context of the ongoing digital  transformation, its impact on the sustainability and development of the economy of the integration association. The object of the study is economic security in the era of universal digitalisation, the subject of the study is ensuring the economic security of the EAEU in the era of digital transformation. In the context of the problem posed, the threat is the disunity of regulation of digital transformation, the lack of a clear regulatory framework, as well as a critical gap in the development and implementation of technologies in the territories of the EAEU member states. Based on the analysis of the EAEU Digital Agenda until 2025, the authors identifed the main drivers for the growth of the economic security of the Union in the context of digitalization. The researchers assessed the current threats to the EAEU economy related to the introduction of digital technologies. The article gives recommendations on updating approaches and tools to ensure economic security in the context of digital transformation. A prerequisite should be the systematic and organized efforts of all EAEU member countries. The conducted research is based on the application of a system of general scientifc and particular scientifc methods: systematization, analysis, formalization, logical method, synthesis, etc.

An innovative business model is the key to raising competitiveness and sustainability of a company in the context of rapid technological development and digitalisation. The model in question has to be bimodal with the company taking a proactive approach to modifcations based on soft management and human capital. Hence, it is an employee who plays the most crucial role in the innovation process in the modern world. Besides that, today’s managerial system must support personnel’s innovative potential and consider their incentives. This, in turn, leads to both higher efciency in total and qualitative multiplicative effect when it comes to company’s competitive environment that quickly and accurately ensures high adaptability to external challenges and crises. The outcome of introducing innovations hinges on how an industry works, which is determined not only by its history but largely by the current state and level of corporate culture. In the course of the innovation process within the company other than optimizations for the economic benefts, decisions on changes in quality matter as well: safety and reliability, comfortable working conditions boosting productivity, higher quality and level of service (internal and external), corporate trainings and human development.

It often happens that a social network of a general orientation is not convenient for a specifc group of people due to the specifcs of their interests. The community of TV series fans is one of these groups. Therefore, the development of a narrowly focused social network, which will implement functionality for a certain category of users, is very relevant. The purpose of this work is to develop an information system, which is a narrowly focused social network for fans of TV shows with functionality that meets the needs of this group of people, taking into account the specifcs of their interests. Main tasks: determination of user needs; analysis of the functionality of existing solutions and identifcation of components that need to be  implemented; study of approaches to the design of recommender systems; choice of means and methods of development; system design and development. As a result, an information system that can satisfy the needs of series lovers was designed. The developed system provides a functionality that allows user to keep track of watched episodes, get fresh and up-to-date information about TV shows, discuss news and TV shows with other people, receive personal recommendations, etc. At the same time, users can access the system using various types of devices: smartphones or tablets running iOS and Android operating systems, desktop computers and laptops.
