Abstract

The diversification of the defence industry at the backbone and city-forming enterprises of the complex will directly affect the diversification of single-industry towns, the production facilities transformation of the complex and real estate of single-industry towns. The prospects for the development of the city-forming enterprises of the defence industry and related single-industry towns in the context of a decrease in the state defence order seem unfavorable. The diversification of defence industry complex will affect the formation of a high-quality living environment in a single-industry town.
The article considers three alternative solutions to the state and status of these objects – their reconstruction, transformation or possible liquidation. It is noted, that it is possible to solve the urgent task of improving the energy efficiency of buildings through the use of both technical and architectural means during the reconstruction of the industrial complex of the defense industry and real estate of a single-industry town.

Abstract

The defence industry complex is an important part of the country’s economy. The vector of development of the Russian Defence Industry Complex is determined by the national interests of the state and the relevant state programmes for the complex' development .
The purpose of the study is to systematise the factors, both external and internal, affecting the development of the Russian Defence Industry Complex. The study solves the problems of assessing the state and prospects of the complex' development in question, of identifying and grouping factors which influence the state and dynamics of its development. The main research methods used were analysis, generalisation, dialectics and consideration of the object of study in time.
The article analyses the current state of the domestic defence industry complex, considers the guidelines for its development. The study demonstrates the dynamics of the enterprises number of this complex, their sectoral structure, the rate of change in the volume of industrial products produced by enterprises of this complex, including for export. The classification of factors influencing the defence industry' development is presented, which it is advisable to take into account when developing and implementing management decisions on issues of achieving the sustainability of the Russian Defence Industry Complex.

Abstract

The article deals with the problems of strategic management of the diversification process of the Russian defence industry complex by digital platforms. The purpose of the study was the formation of nonlinear management systems for industrial enterprises, when using digital platforms to cooperation between the defense industry enterprises with each other, and with civilian industrial enterprises.
The authors used methods of retrospective analysis, scientific methods of observing the current situation in the field of diversification of industrial production and the use of digital platforms, data collection, and methods of induction and deduction. This approach made it possible to substantiate the feasibility of using digital platforms to increase in the volume of civilian and dual-use products. The consumers and suppliers can communicate in real time to exchange services, products and information.
The platforms help to quickly receive information about the products and services of counterparties, automatically analyse them and make effective management decisions on the selection of suppliers. At the same time, civilian industrial enterprises receive high-tech products in cooperation with defence enterprises. Proposals for the formation and use of digital platforms for organising cooperation can be effectively used by defence and civil industrial enterprises in the production of civilian products and dual-use products.

Abstract

The purpose of the article is to specify the proposals of the President of the Russian Federation on diversification and restructuring of production for the financial recovery of enterprises and organisations of the Russian Defence Industry Complex in terms of preparing proposals on procedures and tools for determining the optimal range of high-tech civilian products.
The methodological basis of the approach proposed in the article is the specificity of the organisation of the production of defenсe products. The use of production and technological specialisation has been proposed as the main principle for developing a market organisational structure for managing a diversified defenсe enterprise.
The comparative analysis of the specifics of military and civilian production's organisation have been carried out, and their fundamental differences have been revealed. The recommendations on the choice of optimal range of civilian products being mastered, have been given. The basic principles of building a market organisational structure for managing a diversified production and economic complex have been proposed. Based on this, a typical version of the structure has been presented.
Diversification of modern production in the defence complex is a rather long-term labor-intensive and capital-intensive process. The proposals presented in the research paper will allow, especially at the initial stage of its implementation, to optimise the amount of state support through the correct choice of priority areas and projects for the production of high-tech civilian products, and the transition to a new organisational structure. All this will contribute to saving limited budgetary funds and to carrying out the necessary organisational and structural changes in the industry.

Abstract

The subject of the paper is an original model of a tunable optical random number generator. The purpose of the article is to analyse the possibilities of using the proposed model to ensure the protection of the control signals in the projected telecommunication management system of the robotized agro-industrial complex of the Republic of South Ossetia.
The research was carried out by methods of mathematical and information-logical modeling. The main results of the study are the information-logical model of the hardware implementation prototype, the descriptive mathematical model of its functioning and the obtained dependences of the quantitative characteristics of the generated random numbers statistical distributions on the main control parameter of the experimental setup.
These results can be used in the design and the operation of the remote production facilities monitoring and management telecommunication systems’ components. The possibilities of prototype creating and functioning were demonstrated by visualising the schematic chart of the experimental equipment and by the quantitative estimates of “one” and “zero” signals observation probabilities under the different polarisation rotator orientations relative to the plane of the optical signals detecting system.

Abstract

The article analyses the directionsʼ specifics of human resources managementʼs in the Defence Industry Complex in the diversification of defence enterprises. The purpose of the study is to improve the management quality of the development, implementation and evaluation of diversification programmes based on the improvement of methods and mechanisms for managing the human resources of enterprises in the digital transformation of business models of organisations of the country’s Defence Industry Complex. The methodological basis of the research paper is the analysis of theoretical materials and practical developments in the field of organisational and methodological support for the development and implementation of diversification programmes abroad and in the Russian Federation, and a generalisation of their results. The authors proposed the directions of adaptation and updating of the organisational and methodological support of the diversification process through the use of digital technologies, which are aimed at evaluating the training and retraining of personnel, at assessing the effectiveness and efficiency of management personnel that ensure the implementation of these programmes, to reduce the time required for the implementation of the diversification programmes themselves. The results of the study can be useful for implementation in the practice of developing diversification programmes, for creating systems for monitoring and controlling the implementation of program activities, for evaluating the intermediate and final results of its implementation, and for building contractual relations between defence industry complex enterprises.

Abstract

The implementation of programmes to diversify the production of enterprises of defence industry complex is a process with many risks, to minimise which guarantees for the sale of civilian products are required. In this regard, the urgency of the task of mastering competencies that allow to successfully implement this process in offline and online environments increases. A significant part of such competencies is related to marketing in general and marketers using special technologies to form a product portfolio, assess its market capacity taking into account competition, develop strategies and tactics for introduction to new markets, including pricing, distribution, sales and promotion.
On the basis of traditional marketing competencies, ways of adapting the functionality of marketers for the development and implementation of projects for the introduction of new products of enterprises of defence industry complex to new (civilian) markets are proposed, directions for solving marketing problems of creating and scaling startups, market priorities for the formation of special ecosystems for the diversification of the production process have been presented. The functionality of marketing positions has been proposed: marketing (web) analyst, product manager, distribution and sales specialist, marketing communications specialist, who should be employed in new marketing structures. At the first stage, it is proposed to enter new markets (for enterprises of defence industry complex) within the framework of digital structures – from electronic trading platforms and/or marketplaces. This approach will provide cost savings and seems more adequate for successful competition with existing players actively working in the network. At the next stages, it is advisable to create unified ecosystems grouped according to the product principle, in which, in addition to goods, related services from existing organisations engaged in training, design, operation, supply of raw materials, materials and semi-finished products will be offered.

Abstract

The purpose of the study is to determine the degree of influence of the diversification of the defence industry on the level of innovative development of the national economy. To achieve this goal, the following tasks were solved: theoretical developments in the study of the essence and history of the development of diversification were summarised, promising directions for the development of this process in the Russian Defence Industry Complex were defined, the main problems of the development of the defence sector were revealed and the directions for their solution were substantiated.
In the course of the research, the methods of empirical (observation, measurement, comparison) and experimental-theoretical (historical, logical, hypothetical) level of learning were used, with the help of which the facts of evaluating the phenomenon were collected, verified and systematised, and non-random dependencies were identified and the causes and consequences were determined. For the logical study of the collected facts and the development of concepts and judgments, the methods of the theoretical level were applied (study and generalisation, analysis and synthesis, induction and deduction).
The result of the study was a well-grounded conclusion that the main reasons for the development of diversification processes in our country are the reduction in the volume of state defence orders and the need to stimulate the innovative development of the production of civilian products. In turn, the development of diversification can become the basis for increasing the economic stability of the defence industry and accelerating innovative transformations in Russia.

Abstract

The personnel support system has always been the main element of the change and development of the country’s Defence Industry Complex. The article defines the problems of staffing in the Russian Defence Industry Complex determines the directions of their solution in order to further maintain the highest level of defense of country. The article pays much attention to the study of the existing experience of the leading corporations of the Russian military-industrial complex in terms of creating a system for training highly qualified personnel, including the personnel of companies and corporations in the system of training and development, creating conditions for increasing the interest and involvement of young people in working at enterprises in this field.
The paper presents issues that reveal the concept and construction of the national programme to improve the staffing of enterprises of the Defence Industry Complex, taking into account the requirements of today and tomorrow, defines organisational and methodological measures for the implementation of a set of tasks of digitalisation in training of personnel for the Defence Industry Complex. The authors convincingly prove that one of the main tasks in solving the problems of digitalisation and diversification of production is the task of raising the level of working personnel skills. The issue of labor in industry, primarily in the militaryindustrial complex, its quality and qualifications is quite acute.
