ELECTRONIC MANAGEMENT IN VARIOUS FIELDS
The essence of the processes of digitalization in the field of science of Russia has been considered, the specific issues of adaptation of science to the demands of the information society have been revealed, the readiness of the Informatization process of the Russian scientific sphere has been assessed. The criteria for the formation of the potential of digital technologies used in scientific and design work have been evaluated. The statistics of the state of development of high and knowledge-intensive technologies in General and information and communication technologies used in research and development, in particular, has been adduced.
The complexities of determining indicators and classification of information and communication technologies used have been reviewed. The approaches to determining the statistics of the number of employees employed in computer science and related industries have been presented. The indicators of development of research and developments in the field of digital technologies have been investigated. The distribution of the employed in various sectors of the national economy has been given. An increase in the cost of importing technologies has been noted, which indicates a rise in the country’s technological dependence on sources of external (foreign) technologies. It has been noticed, that in the field of information and communication technologies, Russia had a significant profit from technology exports, which indicates the progressiveness of scientific developments in the field of digital technologies. The issues of financing research and development, shortcomings in the incentive mechanisms of the methods used and sources of funding have been considered. The state of educational processes, that form the personnel component of the digitalization of the economy, has been analysed.
The results of information activity in the field of research and development will allow us to draw a conclusion about the lack of readiness of the sphere of research and development in the field of information and communication technologies in the organization of promotion and dissemination of digital technologies in the scientific field.
With the development of market relations, most domestic enterprises have gained access to new markets, including external ones. The study and development of these markets requires not only time, but also significant financial, labor and organizational resources. Domestic manufacturer deals with a horizontal, geographically dispersed market, where a large number of consumers are present, and creating its own sales network to serve them requires disproportionately high costs in relation to the expected sales volume. Intermediaries, by providing relatively easy and inexpensive access to foreign markets, play an important role in the export of the enterprise’s products and are designed to ensure more efficient movement of goods from producer to consumer, while producers can focus their attention and effort on producing high-quality products that better meet the needs of consumers.
An analysis of the distribution network of the open joint stock company “Mogotex” has been conducted in the article, the structure of finished production enterprises through joint ventures and through dealers have been analysed, the analysis of dynamics of sales through distribution network has been performed, the author`s methodology for evaluating the effectiveness of intermediaries, has been сreated, taking into account the opinions of experts from the Marketing Department of the company under study and the weight of the criteria selected for evaluation, based on the developed methodology, depending on the average amount of points collected, the company᾽s intermediaries have been grouped and strategies for interaction with various groups have been selected. For the key intermediaries of the enterprise, the development of a program for their stimulation and support has been proposed.
It has been proposed to create and form a cluster of the cement industry in the Mogilev region. Сreationof structures allowing regional entities to carry out foreign economic activity in more favorable conditions solves many problems of overcoming the crisis situation.During the analysis of the effectiveness of the foreign economic activity of the Mogilev region, one of the problems identified was low export volumes in the regions of the region, which are significantly lower than in Mogilev and the Mogilev region.
Increasing the competitiveness of enterprises› products in the cluster is achieved through the following advantages: access to information, complementarity, attracting internal resources for the rapid introduction of innovations, lower research costs, low degree of risk in conducting research and development, overcoming competitive pressure, low entry barriers, availability of necessary resources and personnel. Creation of a cluster in the cement industry of the Mogilev region of the Republic of Belarus, including enterprises from the Krichevsky and Kostyukovichsky districts, will improve the competitive position of the region. The core of the cluster is the holding company Belarusian Cement Company, which is the largest holding company for the production of cement, reinforced concrete blocks and structures. The cluster will include two enterprises from the city of Kostyukovichi, these are organizations such as:Tsemagro JV OJSC Belarusian Cement Plant and OJSC Belarusian Cement Plant. It is also necessary to include the largest enterprises from the city of Krichev, namely:OJSC KrichevСement Slate and OJSCKrichevsky Reinforced Concrete Products Plant. This formation will significantly increase the competitiveness of the enterprises themselves and their products, taking full advantage of the cluster structure, enhance the export potential of districts and the region as a whole, and will also contribute to the innovative development of the region

Search engine optimization (SEO), which is currently actively used by the majority of pharmaceutical companies all over the world, is one of the most relevant digital marketing technologies. The features of the SEO in pharmaceutical companies as one of the modern tools of digital marketing have been considered in the article.
Most of the companies, which operate in the natural sciences, are several years behind in development from other industries, due to the low level of SEO strategy application. As a result, the marketing budgets of pharmaceutical companies are focused on maintaining traditional classical approaches in the field of marketing. This bias in the budget arises mainly from the underestimation of the role of the SEO strategy in the organization’s activities by the majority of pharmaceutical companies. Companies should clearly understand how significant is the impact of digitalization on their activity in modern conditions. SEO is much broader than using search queries and meta tags. Due to implementing digital tools, it is possible to create “social signals” for attracting a new target audience.
It has been noted in the article that search algorithms, developed by search platforms, change very often, and it is necessary to constantly monitor and improve them. Moreover, SEO is required to help people to find the content that best matches their intended goal, rather than to misinform them by showing inappropriate pages with matched search keywords in search results.
Competition among the largest companies is constantly increasing in the global pharmaceutical market, and the use of digital marketing tools, such as SEO, will allow companies to change radically the situation. As a result of the research, recommendations for the effective use of SEO as one of the digital marketing tools in the business of pharmaceutical companies have been proposed. Finally, the conclusions about the increasing the role of digital marketing in modern conditions have been made.
The transformation of the global economic space at all levels of socio-economic eco-systems has been indicated, which is caused by the digitalization of all spheres of public life. The level of transformation of world civilization is commensurate with the revolution of including new ways of energy supply for industry and people’s life, bright discoveries, that change the space due to the achievements of scientific and technological progress.
The role of digitalization in the educational process of higher education in the formation of social skills, high professional competencies of future graduates and their demand in the labormarket has been investigated. Problems of introduction of digital technologies in higher Education institutions, connected with weak preparation of the teaching staff and students in the sphere of use of computer technologies, technical problems and change of the purpose of educational activity have been identified. The results of the introduction of elements of digital technologies in the technological process of teaching students basic disciplines on the example of microeconomics have been revealed empirically. The result of the research is a real improvement in the assimilation of theoretical material using digital technologies, a better understanding of it and the possibility of its application in professional activities.
It has been concluded, that it is necessary to include elements of digital technologies in the educational process of higher education, because they provide new opportunities for teachers increasing the interest and involvement of students in the studied disciplines and for students in the implementation of their creative and intellectual potential, obtaining deeper knowledge and skills in demand. For the country, this is an opportunity to get managers and specialists of the future, able to ensure stable economic growth and social development of the nation.
THE ECOSYSTEM OF THE DIGITAL ECONOMY
The regularities showing the development of information exchange in the virtual space have been examined, electronic document management in the organization using information systems has been considered. It has been shown that the intellectualization of information systems is based on a powerful mathematical apparatus that provides work with texts by computer programs, based on the creation of models that include patterns necessary for the design of modern information search systems, as well as systems for automatic classification and analysis of texts.
A document flow model based on a number of mathematical regularities, numerical methods of multivariate integration, the theory of mixed Queuing networks has been proposed. This model allows you to evaluate the multivariate integration of devices of electronic document management systems (EDMS), contributes to the formation of statistical data on document processing, provides with minimal time costs the formation of information flows in electronic document management systems, has a convenient user interface for object interaction programs. This model, based on the definition of a set of options for data transmission channels, a set of options for data collection equipment EDMS, a set of options for data processing equipment, a set of end devices of the EDMS communication environment, allows you to analyse the functionality of electronic document management systems.
The proposed EDMS model shows that a number of functions of complex document management in an organization can be automated and optimized based on mathematical methods, which will reduce the time of document preparation, its routing and processing. Document management of the organization, using this EDMS, ensures optimization of information flows in the organization, contributes to the formation of important management decisions, taking into account all risk factors.
At the present stage of the development of international trade, online platforms have a defining impact on its development, as new business models appear, on the basis of which it becomes possible to significantly reduce marginal costs and increase productivity. The relevance of the problems investigated in the article increases as the format of international trade changes, when in a recession, new tools are needed to raise the efficiency of export-import operations between countries. The theoretical and methodological framework of the considered aspects includes foreign and domestic studies in the field of digitalization and the digital transformation of the world economy.
An attempt of the conceptual justification and typology of online platforms and their significance in the international exchange system has been made in the paper. The main advantages of cross-border transaction platforms have been shown, it has been concluded that the attributes of online platforms may not be unique or specific, but it is their competent combination that often determines the intensive growth of platforms. According to authors, in the current conditions of the pandemic COVID-19, the role of online platforms in international trade is increasing, and this happens both at the national (through, for example, the growing use of delivery services) and at the international level (ensuring the operation of international payment systems, or individual components global value chains). Approaches to the global regulation of online platforms also have been considered. It has been established that the adaptation of trade policy rules developed internationally regarding the activities of online platforms plays a very important role, and one of the key aspects in this regard is the prohibition of tariffs on electronic commerce transactions. At least, this approach is followed by developed countries. However, developing countries often challenge it, pointing to the distortion of fair international competition rules as an argument.
DIGITAL STRATEGIES AND TRANSFORMATIONS
The article is devoted to the analysis of the key effects of digital transformation for the development of the modern world market of aviation services. The long-term international competitiveness of airlines will be determined by the use of a wide range of revolutionary technologies, new service delivery models, as well as the degree of “digitization” of key business processes.
It has been established that the intensive development of the global passenger air transportation market is due to both demographic trends and the emergence of new generations of consumers. At the same time, the basic competitive advantage for airlines will be the degree of their digital maturity and the possibility of their investments in a personalized travel experience based on the use of new digital technologies. In this regard, relations between airlines and external contractors will be built in a new organizational context, as airlines will strive to provide greater flexibility for their business models.
The digital transformation for airlines will mainly relate to the revision of the customer relationship system, emphasis on the “digital consumer”, and this trend will be strengthened by global digital platforms and online aggregators in the field of tourism. Comprehensive digital transformation projects are becoming increasingly important in corporate strategies of airlines. These projects, in particular, concern specialized innovative services, for example, air travel by subscription, creation of specialized corporate venture capital funds, conclusion of contracts of hybrid types.
The study found that digital transformation in the global aviation services market is subject to many exogenous shocks, in particular, national law regulations that cannot adapt quickly after changes in the market. The main problem limiting the digital transformation of the industry remains the regulatory differences in countries regarding the requirements of confidentiality and data security.
A new approach to assessing the competitive position of the region in the field of innovation and investment development has been proposed, which allows you to take into account a number of new indicators that most fully reflect the situation in the development of the region. As a result of the study of existing approaches to assessing the competitive position of the region, it has been revealed that some indicators are of a low informative nature and do not fully reflect the region’s innovation and investment policy.
The methodology used to assess competitiveness is currently quite conservative, and the indicator of the volume of manufactured products (goods, works, services) does not generally reflect the innovative development of the region. In assessing the competitiveness of the region according to this methodology, there is no important component that speaks of the innovative development of the region, this is an investment climate and innovation policy that is inherent in a given business entity. Therefore, a modern approach to the selection of indicators that most fully reflect innovation activityand investment climatehas been offered in the article.
As a novelty, it has been proposed to assess the innovation climate in the region, exploring a number of new parameters, such as research costs, research organizations and the number of innovation-active organizations involved in technological innovation, export of goods and services. Due to the fact that these indicators have different units of measurement (quantitative and cost), it has been offered to use the Harrington method as an approach, which, recalculating the indicators through a dimensionless scale, makes it easy to find a comprehensive indicator of competitiveness. A new approach in calculating a comprehensive indicator of competitiveness to assess the investment and innovation position of the region also has been proposed.
One of the priorities of the government program “Digital economy of the Russian Federation” is the progressive development of the existing education system, which should provide the economy with competent personnel. In addition, this document declares the need to create a system of motivation for the development of the necessary competencies and participation of personnel in the development of the digital economy of Russia. All this requires the transformation of the classical educational system, which ultimately implies the creation of a “digital university”.
According to the concept, proposed by the Agency for Strategic Initiatives together with Skolkovo University, the “digital university” will allow us to change the form and content of education in accordance with the requirements for new digital economy personnel. At the same time, the main emphasis should be placed on the individual trajectory of education, that is, collecting information not only according to the teacher’s assessment, but also collecting information in the student’s online course (what subjects the student was interested in, how he passed the intermediate tests, etc.). In addition, you need to create a specific set of services at the university. They should work in a similar way to the super services that are already being created in the Ministry of Digital Development, Communications and Mass Media of the Russian Federation for receiving public services online. So, the student will be able to get help and get registered in the military enlistment office in a single window mode, without having to go to the offices. In addition, changes are needed related to the content of education. So, along with the already developing segment of mass online courses, courses using AR and VR and virtual simulators should be introduced in universities. With the help of modern technologies, students will be able to learn the profession more effectively in practice.
The article attempts to generalize the minimum set of necessary transformations of a classical university into a “digital” one and present their description.
