Abstract

The article states that currently, the Russian economy is in the stage of transformation and global changes in economic and technological structures. The situation in the labor market and educational services in Russia causes the need to change the content of education in relation to modern requirements. The role of man has changed, because he has become the main resource of modernization. The article reveals the sector of digital transformation: the importance of balance, strategies and tactics of business and society, the issues of involvement of human capital and society in the management of economic modernization in the context of globalization. The necessity of formation of multicomponent information and educational environment on the basis of unity of educational and personnel policy, which can be considered part of the digital economy, has been shown.
The process of management of information and digital system of ensuring the unity of educational and personnel policy of the region as a system with a complex structure, diverse functions and complex dialectics of development is considered. It is possible to distinguish its subsystems: theoretical and methodological, organizational, economic, legal, technical, technological, pedagogical, methodological, psychological. All of them are in complex interaction with each other, with other spheres of life in the region.
A kind of “world educational space” is being created, which sets the criteria for the development of Russian education. Information and digital technologies make it possible to rebuild our present and therefore today the main task is to be ready to exist in these conditions, to build completely new communications, as well as new relationships among people, to rebuild the entire economy and society, to make our life better and more “smart”.

Abstract

The article assesses the impact of modern trends of globalization of the world economy through the introduction of advanced technologies of production and sales. One of the determining factors in the development of the world economy, the onset of a new technological revolution is the use of digital technologies not only in the production of the final product, but also in the daily life of people. The development of the global data transmission infrastructure based on advanced information and communication technologies leads to the blurring of the boundaries of regional markets. National markets are increasingly becoming elements of the global world market, and the volume of export-import operations significantly affects the size of any country’s gross domestic product. The paper shows the tendency of the digital economy influence on the gross domestic product of Russia and the leading economies of the world. One of the determining factors in the development of regional and world markets is the transport infrastructure of the countries participating in international trade.
The analysis of trade turnover of Russia in the framework of foreign trade operations with the main economic partner has been conducted. The influence of foreign trade operations on the development of international transport corridors, as well as the main problems of the transport industry of the country has been designated. The characteristic of container transportation volumes as the basis of international intermodal freight transportation has been given. In modern conditions, one of the most important factors determining the efficiency of the transport industry is the rationalization of logistics processes and management systems based on digitalization. The article identifies the main problems of development and possible directions of digitalization of the transport and logistics industry, the rating of the leading information technological companies implementing modern digital technologies in transport has been given, the dynamics of volumes of introduction of information technological solutions in 2016–2017 has been shown.

Abstract

Essence of conception «Mobility-as-a-Service» (MaaS) is to place an user in the center of transport services and offer to him the personalized method of movement taking into account individual necessities. MaaS integrates the various methods of movement the different types of transport in single service that is accessible on demand. Service comes true through a single account with monthly payment. One of the main conditions for the successful operation of MaaS is the ability of smartphones to access different modes of transport. For the first time, the MaaS concept was implemented in the Swedish city of Gothenburg, offering excellent public transport conditions and sustainable urban mobility. The aim of a transport politics is support of a transport system that provides the movement of passengers and commodities. MaaS is examined as an increase of comfort of journeys and development of the system of safe and reliable transport. The most famous MaaS system was due to Helsinki, where they were able to offer a convenient and competitive platform. Since public transport is the core of the MaaS system, the city must offer quality public transport services so that users can easily move around the city without having their own car.
The following conditions are required for the implementation of the MaaS system: different types of urban public transport; most transport operators open their data, including real-time data, to third parties; most transport operators allow third parties to sell their services; most transport operators support an electronic payment system to access their services. In spite of different business models, successful projects of introduction and positive reviews of users about the pilot schemes of MaaS, there is a row of global questions about further applicability and development of the system, requiring decisions : touching the openness of these ferrymen, users; about the scale of the use of the system MaaS; single user ID, single informative space; payments of passage of the different systems of transport from one application; competitions with existent providers; to the peculiar.

Abstract

The article deals with the problems of management in the “digital economy”, as well as the direction of development to eliminate them. Necessity, possibility and expediency of introduction of exact (settlement) methods in work of managers is noted. Within the framework of this task, the possibility of work on the creation and development of a parametric model of the social system operating in an active environment has been shown, to create appropriate techniques, tools, including computer programs for automation of management activities, a simulation model of the enterprise, which can be used both in decision-making systems or decision support systems, and in training for the formation of decision-making skills.
A brief review of the methodological basis of control, which allows solve the problem of creating a mathematical model of the social system has been given. In particular, the theoretical apparatus is defined – a set of theories that can be used to create a model. The theories are normative and correspond to the principle of methodological rigor. As a result, they can be used for mathematical modeling of the social system. In addition, the article defines the phase variables (parameters) of the social system, allowing to describe its state and, as a consequence, allowing to fix the trajectory of the company. This can be used to make decisions about the assessment of actions and activities of people to influence the trajectory of development, the coefficient of functional (system) stability of the company.
It is shown that on the basis of the model of the social system based on the methodological base under consideration, it is possible to create software for the automation of management activities, which opens up fundamentally new opportunities for the organization of activities of enterprises in the conditions of digitalization of society and the digital economy.

Abstract

The goal of the thesis is to highlight the main uses and impacts of artificial intelligence to consumers’ life in high-tech cities such as Singapore. The different ways to exploit artificial intelligence in consumers daily life is explored and the overall impact to society as a whole. Current technology development is substantially rapid which affects various aspects of societies. The article considers advantages and disadvantages of the artificial intelligence to consumers, especially the ethical consideration of artificial
intelligence which is becoming increasingly powerful issue. However, artificial intelligence’s development has started with momentum that is challenging to halt, thus, the question is whether we are able to maintain superior control over artificial intelligence.
The importance of in-depth understanding of high-tech societies such as Singapore under the impact of artificial intelligence. This type of exploration can suggest various different changes in close future, for instance, concerning economy, transportation, healthcare and communication. Globally, these are issues that are intensely linked to the people’s daily lives affecting substantially to societies, for instance, economical algorithms are carried out already by the artificial intelligence which creates opportunities and threats. Artificial intelligence’s opportunities and threats are still under control, but great number of scholars have been arguing the moment the artificial intelligence is able to begin thinking about its strengths and weaknesses itself. Also, multiple societies and countries have been considering heavily investing into artificial intelligence which can provide substantial advantages to different aspects of society. In addition, greater and growing dependency on artificial intelligence will create vacuum of real human power in societies. Nevertheless, artificial intelligence carries disadvantages for societies too which needs to be scrutinized.

Abstract

In the article we examine relevant problems regarding human rights on roads with arising digitalized processes. The problems cover three aspects. First, are the rights of drivers, passengers, and impaired individuals who use digitalized management systems while on the roads. Second, is the protection of the rights of those who are dismissed from driving the public transport with digitalized management systems. Third, is the potential danger to the society from economic outcomes of further digitalization. In the end, the article gives a comprehensive argument about the importance of securing human rights on the roads as it was brought up to our attention by the United Nations.
Following the afore mentioned aspects of the problem, the article derives hypothetical solutions regarding human rights of road users with arising digitalized process. First of all, it remains essential to reinforce drivers’ rules on the roads. Next, safety of pedestrians, people who are travelling on foot, needs to be ensured since they are worse off in case of an emergency on the roads. Finally, it is a special focus on ensuring the rights of persons with disabilities. The latter applies not only to the drivers and pedestrians, but also to passengers with disabilities who use the means of urban ground transportation.

Abstract

The article considers a problem of the definition of the digital economy, as well as presents a new theme on the legal procuring of international cyber security. The above mentioned new direction serves as an indicator of possible interdisciplinary research in the field of law and economics in the sphere of digital processes. As a justification the acts of the European Union have been adduced and their characteristic features, which consist in consideration of a substantial part of digital economy (economic party) have been allocated. This integration association has a unique structure and history, but the process of regulating the digital economy in the European Union began not so long ago. The European Union is one of the few integration associations that has started to work on improving the mechanisms of legal regulation of the digital market. This circumstance certainly affects the development of an integrated approach to the understanding of the digital economy, as well as further actualizes the issue of considering the legal procuring of international cyber security of this phenomenon. Legal procuring of security is a new direction in the international legal field, which will allow to consider the legal aspects in demand in the digital economy. The challenges in relation to international cyber security and the impact of the conceptual apparatus on the issues of the legal procuring of the security of the digital economy have been considered. It is important to note that the article suggests possible solutions to the problem posed. 
At the end of the article three proposals for improving approaches to the security of the digital economy have been elaborated. In terms of their qualitative characteristics, the proposals, undoubtedly, relate to legal and technical aspects, but also solutions regarding the conceptual component of the legal procuring of the security have been presented.

Abstract

The purpose of this article is to present the results of the study of the impact of normative legal acts on the development of legal relations in the field of information and communication technologies in the plans of Informatization of the Federal Executive authorities in the process of exercising their respective powers. In order to achieve this goal, about 20 documents, including orders of ministries and departments, were analyzed within the framework of this work. To conduct the study we used the system method, with which help, was developed informational model, allowing to represent the whole range of the authority that they exercise in the interests of constructing a system of project management for the planning of Informatization of state authorities.
As an example, the powers of the Ministry of Foreign Affairs of the Russian Federation were examined. The model takes into account more than 70 different powers, which in this work are systematized in 30 areas. particular, such as: charge; acts; makes; gives; yields; concludes; informs; claims; coordinates; provides; generalizes; render; alerts; identifies, organizes, organizes and provides; organizes, conducts and provides; implements; monitors; prepares; is; taking; conducting the work; develops and presents; implements; independently adopts regulatory legal acts; assists; sets; claims; engages. The approach to the description of powers using the information model allowed to correlate them with the plans of Informatization of the above-mentioned Department.
Based on the results of the work, it has concluded that this approach can be used in the process of developing and substantiating proposals for amendments to the current legislation, taking into account the main provisions of the Strategy for the development of the information technology industry and the program “Digital economy of the Russian Federation”.

Blockchain technology takes its origin in the emergence of cryptocurrency-bitcoin, which serves as an alternative payment system, which in turn, unlike traditional payment systems is not controlled by any state or banks. A distinctive feature of this system is that
the addition and storage of data is carried out within the network of nodes, and takes the form of a linear chain, there is no need to involve a Central Supervisory authority in such conditions. Only network users can add new transactions. Thus, for the digital
economy, the blockchain system is a distributed database consisting of separate blocks taking the form of an unbroken chain that stores both all the transactions that took place and all the data of wallets that once existed.it is an “eternal digital magazine” that
can be programmed to register almost anything that represents a certain value. This explains the fact that not only cryptocurrency fnds its application in the blockchain system. Each cell of the blockchain includes a timestamp and a link to the previous block.
Because of what it can be virtually infnite, but in real life the possibilities of technology limit it.
As an advanced technology, the blockchain model, various types of cryptocurrencies, in particular bitcoin, as well as the issues of mathematical foundations of the digitalization process, system archetypes and the formation of the framework model have been
considered.
