Рассмотрен зарубежный и отечественный опыт использования цифровых технологий в финансовой и инвестиционной сферах. Показаны этапы становления и дальнейшего развития рынка цифровых финансовых активов и цифровых прав в РФ. Изучены особенности их выпуска в российском государстве. Исследованы утилитарные цифровые права и цифровые права, одновременно включающие унитарные цифровые права и цифровые финансовые активы. Рассмотрен опыт выпуска токенов (токенизированных активов), как делимых, так и неделимых, в российских информационных системах. Изучена возможность использования цифровых финансовых активов для привлечения финансирования из-за границы. Исследован опыт их использования в социальной сфере, в частности при проведении реставрации исторических художественных объектов. Рассмотрена деятельность операторов инвестиционных платформ и информационных систем в России, связанная с выпуском цифровых финансовых активов и цифровых прав. Среди них были выявлены наиболее крупные операторы. Сделаны выводы о перспективах развития цифровых финансовых активов и цифровых прав на основе цифровых инвестиционных платформ и информационных систем.</p></abstract><trans-abstract xml:lang="en"><p>The issues of development of digital financial technologies in the Russian Federation (hereinafter referred to as RF, Russia) are investigated. The article considers foreign and domestic experience of using digital technologies in financial and investment spheres. The stages of formation and further development of the market of digital financial assets and digital rights in the RF are shown. The peculiarities of their issue in the Russian state are studied. We have researched utilitarian digital rights and digital rights that simultaneously include unitary digital rights and digital financial assets. The experience of issuing tokens (tokenised assets), both divisible and indivisible, in Russian information systems is considered. The possibility of using the digital financial assets to attract financing from abroad has been studied. The authors have researched the experience of using them in social sphere, in particular while restoring historical art objects. The activity of operators of investment platforms and information systems in Russia related to the issuance of the digital financial assets and digital rights has been examined. Among them, the largest operators are identified.
