В статье раскрывается закономерность формирования сетевого человеческого капитала. Было доказано, что сетевой человеческий капитал тесно связан с цифровой трансформацией и обусловливается ей и на этой основе обоснована взаимосвязь формирования сетевого человеческого капитала и цифрового человеческого капитала. Целью данной статьи является рассмотрение ряда основных теоретико-методических и эмпирических основ в области анализа формирования сетевого человеческого капитала. На базе анализа ряда ключевых исследований в данной области сформулирован вывод, что в современной сетевой экономике сетевой человеческий капитал является одним из важнейших стратегических активов организаций. Предложено использование методологии Индекса сетевой готовности для количественной оценки сетевого человеческого капитала. Теоретическая и практическая ценность предлагаемого подхода заключается в применении методологии, отдающей приоритет человеческому фактору сетевой готовности и отражающей влияние выбора индивидов в отношении технологий и методов управления на создание инновационных сетей в процессе разработки, развития и внедрения инновационных технологий. Формируемая концепция сетевого человеческого капитала нацелена на преодоление цифрового неравенства и использования средств Интернета для реализации позитивных социальных изменений. Данная концепция рассматривает цифровое образование в контексте формирования активной социально-политической позиции влияния человека на развитие общества.

The article reveals the pattern of network human capital formation. Network human capital has been proved to be closely connected and conditioned by digital transformation. On this basis, the relationship between network human capital formation and digital human capital has been substantiated. The purpose of the article is to consider a number of basic theoretical, methodological, and empirical foundations in the field of analysis of network human capital formation. Based on the analysis of a number of key studies in the area, it has been concluded that in the modern network economy, network human capital is determined by one of the most important strategic assets of organizations. It has been proposed to use the methodology of the Network Readiness Index to quantify network human capital. The theoretical and practical value of the proposed approach lies in the application of a methodology that gives priority to the human factor of network readiness and reflects the impact of individuals’ choices regarding technologies and management methods on innovative networks creation in the process of innovative technologies development and implementation. The emerging concept of network human capital is aimed at overcoming the digital inequality and using the Internet to implement positive social changes. This concept considers digital education in the context of the formation of an active socio-political position of human influence on society development.
